Obviously, references are a key part of the employment decision-making process. They will be happily provided when the time is appropriate.
I have provided references for others on many occasions. Often times I am asked a lengthy series of questions. To me there is really only one question to ask, ”If given the opportunity to hire the candidate again, would you?”.
